COUNCIL
The Harrington Library Consortium is governed by a Council composed of the chief administrator of each member institution, the chair of each advisory committee, one elected representative of the Harrington User Group, and the chief administrator of the Amarillo Independent School District.

FINANCIAL ADVISORY COMMITTEE is composed of the chief financial officers of the member institutions and the Amarillo Independent School District for the purpose of the review and adoption of fiscal policy.

TECHNICAL ADVISORY COMMITTEE is composed of members appointed by Council for the purpose of reviewing issues related to the technical operation of the system.

OPERATIONS GROUP
The Operations Group is composed of the middle management personnel of the member institutions, the staff of Central Site, and an elected representative of the Harrington User Group. The Operations Group identifies any problems with the automated software and other technical operating systems, works with Central Site in resolving problems that can be corrected locally, and tests each software upgrade before it is released for general use.

TASK FORCES
Formed in July 1981, each task force is composed of a minimum of one staff member from each member institution. These staff members are the ones responsible for and closest to the actual daily operations of their respective areas. The task force identifies any problems with the automated software and other technical operating systems, works with the Operations Group to resolve any problem that can be corrected locally, compiles changes that they think necessary to improve the usefulness of the automated software and other technical operating systems, draft standards for Council consideration.
